"EU Trader Portal and Identity Management, CBAM-Portal" service in the Customs Portal

The service "EU Trader Portal and Identity Management, CBAM-Portal" will be available from 28 February 2023 in the Customs Portal under the menu item "Services". After registering and logging in, you can use the features offered by the services. This makes communication between you and the customs administration faster, more efficient and more user-friendly.

New functions with Release 2.0

Starting 18 September 2023, functionality of the "EU-Trader Portal and Identity Management, CBAM Portal" service will be expanded with Release 2.0. In addition to the option of switching the language to English, you are offered a comprehensive arrangement dealing with representation. Furthermore, additional purposes will now be available for uploading certificates. This includes the ability to store TLS/SSL certificates for communication with the ATLAS specialised procedure and its components.

New functions with Release 3.0

From 26 February 2024, the administration of authorisations was expanded with Release 3.0, which now offers users more control and security. When setting up the authorisation, the grantor can now individually assign "business profiles" to their authorised representative and thus decide which EU applications the authorised representative may access. The authorisations do not need to be reassigned for existing authorisations, but they can be adjusted if necessary.

Articles 280 and 281 of the Union Customs Code (UCC) and its implementing provisions constitute the legal basis for the service.

Contents of the "EU Trader Portal and Identity Management, CBAM-Portal" service

With the "EU Trader Portal and Identity Management, CBAM-Portal" service, you as a business can

  • register at the EU Trader Portal,
  • edit and delete your registration at the EU Trader Portal,
  • store, edit and delete your certificates for communication with the EU Commission
  • store, edit and delete your certificates for communication with ATLAS IMPOST and
  • access central EU applications in the EU Trader Portal.

Within the EU Trader Portal there are, for example, the services

  • Application for a customs authorisation valid for more than one Member State,
  • Electronic application for binding tariff information in other EU member states and
  • ICS2 Shared Trader Interface Application - Specific Trader Portal (STI-STP), where the necessary user roles are assigned automatically

Conditions for the use of the "EU Trader Portal and Identity Management, CBAM-Portal" service

To use the service via the Customs Portal, you need to complete an initial registration. To register, please go to our website www.zoll-portal.de and click on the "Create an account now!" button. Then select "business customer account". To continue the registration process, you will need an ELSTER certificate based on your company's current tax number. You can obtain an ELSTER certificate for your company by creating a user account with the "For an organisation" variant at www.elster.de (in German language). Exclusively in the case of economic operators that are established outside the European Union is registration by means of an email address and password is sufficient.

If you are already registered in the Customs Portal accordingly, please log in with ELSTER.

In addition, an EORI number is required to access the "EU Trader Portal and Identity Management" service.

Authorisations in connection with the "EU Trader Portal and Identity Management, CBAM-Portal" service

Granting authorisations is possible when accessing the EU Trader Portal. This requires the registration of both the person granting the authorisation and the authorised representative.

As an authorised representative, you can then indicate in the EU Trader Portal that you are acting with an authorisation for an economic operator.

Conformance-Test

In order to participate in system-to-system communication (e.g. as part of ICS2), a conformance test hast to be carried out before going live. For this purpose, an additional service called "EU-Trader Portal - Conformance" is available to you on the Customs Portal. In this service, you must upload the certificate required for communication with the EU Commission.
