The trade with medicinal products in Germany is strictly regulated under the German Medicinal Products Act (Arzneimittelgesetz - AMG) in order to protect public health. Where medicinal products are sent by post within the European Union the relevant provisions explained in the section "Imports from a non-EU country" apply by analogy.

May I import narcotics by post?
The shipment of narcotics by post is prohibited without limitation under the Universal Postal Convention and under the rules of the Universal Postal Union.
What are narcotics?
Narcotics are the substances and preparations listed in Annexes I to III of the German Narcotic Drugs Act. Medicinal products containing any substances listed in the above Annexes are likewise considered narcotics.
