Which provisions of the species protection legislation must be observed in connection with transit through Germany?

Here, two scenarios must be distinguished:

Transit through Germany of goods subsequently remaining in the EU

If a product made from a protected species is transferred from a non-EU country into Germany and is then transported into another EU Member State, the product must undergo complete clearance under species protection legislation on entering the EU. There is an absolute authorisation requirement.

Transit through Germany and subsequent transport to a non-EU country

If a product that comes within the scope of species protection legislation is transferred to Germany from a non-EU country, and is then transported to another non-EU country, no clearance under species protection legislation of any kind is required. However, for certain species that have a higher protection status, the export document from the country of origin is required.
