If you are travelling to Germany as a tourist you must observe various restrictions such as prohibitions or permit requirements, which includes the provisions of the "Anti-torture regulation".
The above regulation covers the trade in goods which could be used
- for carrying out capital punishment,
- for inflicting torture or
- for other cruel, inhuman or degrading treatment or punishment.
In its Annex II, the regulation includes a list of goods designed exclusively for for carrying out capital punishment, for inflicting torture, or for other cruel, inhuman or degrading treatment or punishment.
These goods - for example, electric shock devices having a no-load voltage exceeding 10,000 volts - may not be imported or introduced into Germany.
